University research leads Crockett Birthplace Park renewal

Over the past year, David Crockett Birthplace State Park has become a living laboratory for university researchers and biologists — all studying how the land, river and wildlife recovered from Tropical Storm Helene."Right now, our mission has really been about learning from what happened," Park Ranger Joe Nowotarski said. "We've had multiple universities studying the river health, the floodplain geography and even archaeological resources exposed by the storm. Everything we're doing this year is to make sure when we rebuild, it's in the right way and in the right places."Nowotarski said teams from the University of Tennessee, East Tennessee State University and Tusculum University have spent the past several months conducting ecological and archaeological surveys across the park's 100 acres. The research ranges from measuring riverbank erosion to assessing plant and animal recovery. In some cases, the work has uncovered remnants of the early settlement, though Nowotarski said those discoveries are being handled carefully."The archaeology is one of the more exciting parts," he said. "It reminds us just how special this place is. But a lot of it is sensitive, so we can't share too many details yet."The studies are guiding the park's next phase which is a deliberate, long-term plan to rebuild outside of flood-prone areas. Many of the facilities that once lined the river's edge will be relocated, including the campground and visitor center. Nowotarski said even the park entrance will shift to higher ground."We can't just put things back where they were," Nowotarski said. "Every structure, every utility, every road — it all has to be placed with intent. This storm changed the river, so now we have to change how we coexist with it."That philosophy has shaped the state's new Master Plan for the park, developed by the Tennessee Department of Environment and Conservation in partnership with a landscape design firm. He said the plan, which drew input from more than 1,800 public survey responses, reimagines the site with a focus on sustainability, accessibility and education."We had an incredible response from the community," Nowotarski said. "People told us what mattered most — access to the river, campgrounds, playgrounds, the historic homestead — and we used that to create a blueprint for what the park should become."Three early drafts, called "bubble plans," offered different configurations for amenities. Those were presented during a public meeting at Tusculum University over the summer, where residents rated and commented on features. Feedback from that meeting shaped the version that will soon become the park's official Master Plan, expected to move to the next stage of review later this year.With that groundwork laid, the park has entered what Nowotarski called the "programming phase," which involves assigning costs to every part of the rebuild — from road construction to a new visitor center. Once complete, the proposal will go before the state legislature for funding approval."It's the step where ideas become numbers," Nowotarski said. "We're figuring out how much every component costs so our leadership can go to the legislature with a clear plan. It's happening fast for the state government, but it still moves at the speed of government."While the official rebuild remains in the planning stages, the park's day-to-day recovery continues with help from volunteers and its nonprofit partner, Friends of David Crockett Birthplace State Park. The group has taken on the restoration of the Birthplace Cabin — a project years in the making that gained new urgency after the storm destroyed the original structure."The cabin is the heart of the park," Nowotarski said. "The Friends group worked for years to get the grant to rebuild it, and now they're using 1830s-era timbers that fit the style and history of the original."The Friends organization also helped coordinate cleanup efforts, organize fundraisers and keep public interest alive during the park's closure. A collaboration with Johnson City Brewing produced a special pilsner last year, with proceeds benefiting recovery projects.Meanwhile, rangers and maintenance crews have spent months clearing debris and stabilizing damaged areas. Nowotarski said more than 800,000 cubic tons of silt have been moved from trails and riverbanks, and volunteers continue to help remove fallen trees and rebuild footpaths. A Trail Building Day earlier this month drew dozens of community members eager to lend a hand."There's something powerful about seeing people out here again," Nowotarski said. "It gives us all energy. This is a long process, but the community keeps showing up."Even as reconstruction remains on the horizon, the park's interpretive team has found creative ways to keep its mission alive. Their new "mobile homestead," which is a traveling classroom designed to resemble a frontier cabin, now visits schools, festivals and other parks across East Tennessee to share Crockett's story."They've been keeping the flame of Crockett burning," Nowotarski said. "It's been incredible to see how adaptable everyone's become."Looking ahead, Nowotarski said the next year will focus heavily on continued monitoring. He said large scars remain along the Nolichucky's edge, including a thousand-foot stretch of eroded bank that's still 30 feet deep in places. He noted how those areas stabilize over the coming winter and spring floods will influence final engineering plans."We're still watching the river," Nowotarski said. "We have unique geography here with Limestone Creek joining the Nolichucky and a sharp bend downstream that causes backflow. It's part of what made the flooding worse and part of what makes this recovery so complex."Despite the challenges, Nowotarski said he feels hopeful about what's ahead. The state's support, the community's involvement and the insights gained from months of research have all laid the foundation for what staff now call "The Rebirth of Crockett Birthplace.""We're not just rebuilding a park," he said. "We're rebuilding smarter and making sure it lasts for generations. The rebirth is already happening. It just looks a little different right now."
